Electric Buses & Public Transport

Thailand already operates one of the world's largest 100%-electric public bus fleets outside China through private operator Thai Smile Bus, which decommissioned its last combustion buses in January 2024 and was recognised by UITP for the scale of its electric fleet. The state-run Bangkok Mass Transit Authority (BMTA) has separately announced a plan to lease 1,520 electric buses, with a phased rollout reported to begin in 2026 — described here as an announced plan, not a completed fleet transition.

Cells

Battery-cell manufacturing is the most upstream and capital-intensive stage. Thailand's 30@30 Policy

What it means

"30@30" is Thailand's national policy ambition for zero-emission vehicles to reach 30% of total domestic vehicle production by 2030 — not a current market share, and not a legally binding mandate on any individual manufacturer.

Targeted vehicle categories

Passenger cars and pickup trucks (approx. 725,000 zero-emission units, roughly 30% of projected total production) and electric motorcycles (a separate 675,000-unit target).

Responsible policy body

The National Electric Vehicle Policy Committee (EV Board), chaired by Deputy Prime Minister and Finance Minister Pichai Chunhavajira; the committee was established in February 2020 to set direction and targets for Thailand's shift toward zero-emission mobility.

How it differs from EV incentive packages

30@30 is the overarching policy ambition; EV 3.5 and related excise/BOI measures (see Section 10) are the specific, time-bound incentive packages the EV Board has issued to help reach it. Meeting 30@30 is not a condition of any individual company's incentive eligibility.
