Thailand was the world's third-largest air-conditioner exporter in 2024 — 19 million units and over US$7.04 billion in export revenue (+9% year-on-year). Rules of Origin Note
ASEAN Trade in Goods Agreement (ATIGA) tariffs on HS 85 electrical equipment are already low — averaging around 1.4% among ASEAN member states — while RCEP is progressively harmonising preferential Certificate of Origin, Declaration of Origin and Approved Exporter procedures across its members. Rules of origin for electronics typically use a Regional Value Content threshold (historically 40% under AFTA) or a Change in Tariff Classification test, with the applicable rule varying by specific product line — always confirm the exact rule for your HS code and origin claim before shipping.
- Certificates of origin and preferential-tariff claims are administered by Thailand's Department of Foreign Trade (DFT) — confirm eligibility and required documentation before claiming an FTA/RCEP preferential rate.
- Thai Customs Department handles tariff classification, valuation and clearance for all cross-border electronics shipments — classification disputes are common for multi-function or borderline HS 84/85 products.
- Standard VAT (7%) applies to most imports in addition to any customs duty — confirm current rates with the Revenue Department.
- TISI mandatory certification applies to specific listed electrical/electronic product categories (see the Quality & Standards section) — products on the mandatory list cannot be imported or sold without it.
- Use Thailand's National Trade Repository or consult DFT/Thai Customs directly for a current, product-specific tariff lookup rather than relying on a general "ASEAN is duty-free" assumption — actual preferential eligibility depends on the specific HS code, origin criteria and documentation.
