Thailand's expanding halal ecosystem connects certified food and ingredients with cosmetics, personal care, modest fashion, Muslim-friendly travel, hospitality, logistics, research and export-market opportunities.

How This Page Uses Certification Language
This page treats five different statuses as distinct and never uses them interchangeably:
- Halal-certified
- A current certificate has been issued by CICOT, a provincial Islamic committee, or another competent certifying body identified for that market. This page only uses this label where a current certification record supports it.
- Muslim-friendly
- A general tourism-industry positioning (for example, used by the Tourism Authority of Thailand) describing amenities or services oriented toward Muslim travellers. This is not the same as halal certification and is never presented as equivalent to it.
- No-pork / no-alcohol
- A menu or service policy statement about specific excluded items. This describes one operating policy, not a certified halal-production or halal-supply-chain status.
- Prayer facilities available
- A stated amenity (a prayer room or space). This is a facility feature, not a certification, and is shown only where officially stated by the venue or a verified directory.
- Self-described, not independently verified
- A business's own claim of halal or Muslim-friendly status that this page has not been able to independently confirm against a certifying body's current record in this research pass.

Thailand's Vision for the Halal Economy
In November 2025, the Office of Industrial Economics (OIE) — an agency of Thailand's Ministry of Industry — set out a five-year halal industrial-development plan (2024–2028) built around three pillars: strengthening demand, expanding supply capacity, and building ecosystem support. The plan targets halal-export growth of 10% or more per year — above the 4.2% Thailand recorded against a global halal-market growth rate of 6–8% — and includes a proposed "Halal Industrial Park" to concentrate certified production, testing and logistics capacity in one location. OIE has framed the ambition as positioning Thailand as a halal hub within ASEAN.
These are stated plan targets and ambitions, not achieved results. This page reports them as targets because that is how OIE itself presented them at the time of reporting.
A national action-plan priority list and a southern-border “Halal Economic Corridor” are sometimes referenced for Thailand's halal strategy.
A specific named list of "priority halal industry groups" under a separate national action-plan document, and the current operational status of any "Halal Economic Corridor" initiative in the southern border provinces, could not be independently confirmed against a primary official source during this research pass. Rather than restate an unverified list or an unconfirmed project status, this page omits both claims — see Sources & Methodology.

These Figures Are Not Additive
These four figures come from two different publishers using two different methodologies and scopes. Thailand's export figure and the OIE-cited global halal-products/services figures are not the same measure as DinarStandard's six-sector Islamic-economy total, and none of these figures should be added together or presented as one combined market size.

Halal Food, Ingredients & Non-Alcoholic Beverages
Thailand's halal food base spans rice, sugar, tapioca and cassava products, canned and processed seafood, chilled and frozen poultry, vegetable oils, processed fruit, sauces, ready meals, confectionery, cocoa-based products, snacks, food ingredients and non-alcoholic beverages — much of it produced on an OEM/ODM and private-label basis for regional and international buyers. Food safety and export documentation (Thai FDA registration, export health certificates, cold-chain handling and destination-market import rules) are separate requirements from halal certification: a product can be Thai-FDA compliant and export-ready without being halal-certified, and halal certification does not itself substitute for food-safety compliance. Certification (CICOT or a provincial Islamic committee) is a distinct, additional step covered in the Certification & Science section below.

Individual restaurant, hotel and food-service certification status changes frequently and must be confirmed case by case. In this research pass, no individual restaurant or hotel-level certification record was independently verified through CICOT or a provincial Islamic committee, so this page does not publish a restaurant or hotel directory or a "top" ranking — consistent with this page's rule to show fewer listings rather than invent details.
To check a specific restaurant, hotel or product's current halal-certification status, use CICOT's own certification and search resources directly, or contact the venue to ask which body certified it and when the certificate is valid until. The Tourism Authority of Thailand's Muslim-friendly travel resources (see the Travel & Hospitality section above) describe general destination positioning, which is not the same as certification.

Certification, Standards & Science
The Central Islamic Council of Thailand (CICOT) oversees national halal certification and monitoring within Thailand's Islamic-administration framework, working alongside provincial Islamic committees for local competent-authority functions. Thailand's halal certification traces to 1949, one of the longest-running national halal certification histories in the world. CICOT maintains certification-application and certification-search resources; check the current record directly rather than relying on a product's packaging or a business's own claim alone.
T3 Is Not a Certification Body
T3 is not a halal certification body and does not certify, endorse or guarantee the status of any product, facility or service. Certification decisions belong solely to CICOT, provincial Islamic committees, or another competent certifying body identified for a specific destination market.

Cosmetics, Personal Care & Wellness
Certified cosmetics, skincare, personal care, herbal and spa products form a growing part of Thailand's halal ecosystem, often produced through contract manufacturing (OEM/ODM). Ingredient traceability, processing aids, equipment cleaning and changeover between certified and non-certified production runs, and packaging integrity are all relevant to maintaining halal status through the supply chain. Destination-market cosmetic regulation (product registration, ingredient restrictions, labelling) is a separate requirement from halal certification and must be checked per market.

Modest Fashion & Textiles
Thailand's apparel, scarf, sportswear, textile, leather-goods and jewellery manufacturers serve modest-fashion markets domestically and for export. Not every modest-fashion product requires or carries halal certification — for textiles, buyers are typically more focused on material composition, ethical sourcing, and market-specific standards than on halal certification itself, which applies most directly where materials (such as certain leather processing or finishing agents) or supply-chain claims specifically require it.

Thailand's tourism sector includes hotels, restaurants, prayer facilities, family travel, MICE (meetings, incentives, conferences, exhibitions), wellness and tour services positioned for Muslim travellers. The Tourism Authority of Thailand (TAT) promotes Thailand's Muslim-friendly positioning at a destination level — describing amenities, service orientation and traveller resources. This destination-level "Muslim-friendly" positioning is a tourism-marketing category, not a halal certification, and this page does not present the two as equivalent (see the certification-status glossary above).

Maintaining halal status through distribution depends on segregation from non-halal goods, cross-contamination controls, temperature management for chilled and frozen products, sealed loads, bonded storage where relevant, and complete documentation from certified production through to the overseas buyer. Export shipments additionally require the destination market's own customs, sanitary/phytosanitary and labelling requirements to be met alongside halal documentation — these are parallel, not interchangeable, requirements.

FTAs, Tariffs & Market Access
Halal certification does not itself grant tariff preference. Preferential duty access depends on the correct HS/AHTN tariff classification, the applicable free trade agreement's tariff schedule, product-specific rules of origin, a valid certificate or proof of origin, and separate compliance with SPS, TBT and labelling requirements — halal certification and tariff eligibility are checked independently of each other.
