Data Scope

These four figures come from four different sources covering four different things — a materials trade aggregate, a policy target, an industry-institute initiative, and a trade-show fact. They are shown side by side for orientation only and are never combined into one "packaging industry" number.
Packaging investment and export value chain in Thailand

The Packaging Value Chain

Thailand's packaging industry runs from raw materials and design through printing, converting, filling, distribution and, increasingly, collection and recycling. Each stage below shows its core activities, typical inputs and outputs, the customer sectors it serves, where investment opportunities concentrate, and the constraints operators commonly face — expand a stage to see the detail.

Major Packaging Segments

Paperboard printing and converting in Thailand

Paperboard, Cartons & Printing

Paperboard and corrugated packaging spans folding cartons, rigid boxes, corrugated shipping cases and printed point-of-sale displays. Thailand's printing and converting base serves both domestic fast-moving consumer goods brands and export manufacturers needing compliant, print-heavy retail packaging.

Food and beverage retail cartonsCorrugated shipping and transit casesRetail point-of-sale and display packaging

Fibre-based packaging is broadly recyclable through established paper-recycling streams, but recyclability depends on coatings, laminations and inks used — a plain claim of "recyclable" should specify the exact format and any barrier coating.

Flexible packaging manufacturing in Thailand

Flexible Packaging & Film

Flexible packaging — pouches, films, laminates and sachets — is widely used across food, beverage and personal-care products for its light weight and barrier performance. Thailand's converters range from multinational film producers to domestic laminators serving regional export markets.

Snack and food pouchesBeverage and liquid sachetsCosmetics and personal-care flexible packs

Multi-material laminate structures (common for barrier performance) are harder to recycle than mono-material film — the shift toward recyclable mono-material flexible formats is an active but not yet universal industry trend.

Rigid glass, metal and plastic packaging in Thailand

Rigid Glass, Metal & Plastic Packaging

Rigid packaging covers glass and PET bottles, metal cans, and rigid plastic tubs and jars used across beverages, food, cosmetics and industrial products. Thailand's rigid-packaging base includes both dedicated container manufacturers and brand-owner captive production.

Beverage bottles and cansFood jars and tubsCosmetics and personal-care rigid containers

Glass and metal packaging have well-established recycling streams in Thailand's formal and informal collection systems; rigid plastic recyclability varies by resin type and colour/additive content.

Food and beverage packaging in Thailand

Food & Beverage Packaging

Food-contact packaging spans aseptic cartons, retort pouches, modified-atmosphere trays and beverage containers, produced to Thai FDA food-contact and shelf-life requirements. This segment sits closest to Thailand's large food and beverage export manufacturing base — see Food, Beverage & FMCG Thailand for the wider sector.

Aseptic and shelf-stable beverage cartonsRetort and modified-atmosphere food pouches/traysExport-grade food and beverage containers

Food-contact packaging carries specific regulatory obligations (migration limits, food-contact material approval) — see Quality, Safety & Regulatory Verification below.

Cosmetic and personal-care packaging in Thailand

Cosmetic & Personal-Care Packaging

Cosmetics and personal-care packaging ranges from premium rigid jars and airless pumps to flexible sachets and refill pouches, closely tied to Thailand's cosmetics manufacturing and OEM/ODM base — see Cosmetics & Wellness Products Thailand for the wider brand and manufacturing landscape.

Skincare and cosmetics jars, bottles and tubesSachets and single-use sampling formatsRefill-format packaging for premium and mass-market brands

Premium cosmetics packaging often combines multiple materials (plastic, metal, glass components) for aesthetic and functional reasons, which can complicate end-of-life recyclability compared with single-material formats.

E-commerce corrugated fulfilment packaging in Thailand

E-commerce & Corrugated Fulfilment

E-commerce fulfilment packaging — corrugated mailers, protective void-fill and tamper-evident sealing — has grown alongside Thailand's e-commerce and logistics sectors, connecting directly to the Distribution, Transit & E-commerce stage of the value chain above.

E-commerce parcel and mailer packagingProtective void-fill and cushioningTamper-evident and returns-ready packaging formats

Right-sizing packaging to reduce void-fill and material use is an active efficiency and sustainability lever for e-commerce fulfilment operators, though adoption levels across the market were not independently quantified in this pass.

Material Comparison Note

No packaging material is described here as universally more sustainable than another — recyclability, carbon footprint and end-of-life outcome depend on the specific format, material combination, regional collection infrastructure and how the packaging is actually disposed of after use.
Packaging quality and safety testing in Thailand

Quality, Safety & Regulatory Verification

Packaging destined for food, pharmaceutical and cosmetics products in Thailand is subject to food-contact material rules enforced by the Thai FDA, general industrial product standards from the Thai Industrial Standards Institute (TISI), and factory-level oversight from the Department of Industrial Works (DIW) under the Ministry of Industry. Packaging testing typically covers barrier performance, migration limits for food-contact materials, seal integrity, compression and drop resistance, and shelf-life validation. GMP (Good Manufacturing Practice) and HACCP (Hazard Analysis and Critical Control Points) certifications, where held, apply to a specific manufacturing facility or product line — not automatically to every product a company makes — and should always be confirmed at the facility/product level rather than assumed company-wide. Export shipments additionally require correct customs documentation and, depending on the destination market, compliance with that market's own packaging and labelling standards.

Regulatory Scope

"Regulatory Scope" note: this section describes the general categories of packaging regulation and testing relevant in Thailand — it is not a complete compliance checklist for any specific product or export market. Requirements vary by product category (food-contact vs. non-food-contact, pharmaceutical vs. general consumer goods), destination market, and current regulation. Confirm exact requirements directly with the Thai FDA, TISI, DIW, Thai Customs, and destination-market authorities before relying on this page for a compliance decision.
Smart packaging automation and machinery in Thailand

Automation, Machinery & Smart Packaging

Thailand's packaging machinery landscape spans both imported production-line equipment and a domestic machinery-supply and integration base, covering filling, sealing, labelling, palletising and in-line inspection systems. "Smart packaging" features such as QR-code-based traceability and tamper-evident sealing are used by some Thai brand owners and exporters, particularly for export markets with specific traceability requirements — this page does not claim broad, sector-wide adoption of advanced technologies such as blockchain-based traceability or AI-driven quality inspection, since no independently verified evidence of widespread deployment across the Thai packaging sector was identified in this research pass. Where a specific company or facility publicly documents a named smart-packaging or automation deployment, that should be cited to the company directly rather than generalised to the sector.

Sustainable and circular packaging materials in Thailand

Sustainability & Circular Packaging

Thailand's packaging sustainability landscape spans lightweighting, design-for-recyclability, recycled-content (PCR/rPET) adoption, alternative fibre materials, reuse and refill formats, and compostable or bio-based materials — alongside the collection and sorting infrastructure needed to make any of these approaches work in practice. This section avoids unqualified sustainability labels: a material or format is only described as "recyclable" or "compostable" where that claim is defined, sourced and appropriately qualified (by format, region or disposal pathway) below.

ANNOUNCED

Roadmap on Plastic Waste Management B.E. 2561–2573 (2018–2030)

Adopted national policy roadmap in three phases (2019, 2022, 2027) targeting 100% of target plastic packaging types being recyclable, reusable or compostable, and the elimination of specific single-use plastic items, by 2027.

Adopted 2019; Phase 3 target 2027

UNDER CONSULTATION

Sustainable Packaging Management Act (draft)

Launched 2021

VOLUNTARY

"EPR in Action" Initiative

A 2025 TIPMSE initiative mobilising 149+ partner organisations around voluntary extended producer responsibility practices for packaging, ahead of any mandatory statutory EPR requirement.

2025

Policy Status

Status badges above reflect each policy or initiative's legal standing as best confirmed in this research pass: ANNOUNCED (adopted government policy, not itself a penalized statute), UNDER CONSULTATION (draft law, not yet confirmed in force), PILOT (a limited-scope test programme) and VOLUNTARY (an industry-led, non-mandatory initiative). None of these should be read as a current mandatory legal requirement unless explicitly marked IN FORCE with a direct source — no item on this page currently carries that status. Confirm current legal status directly with the Pollution Control Department before relying on it for compliance planning.

Trade, Tariffs & Market Access

Thailand's plastics-articles exports (HS Chapter 39 — a broad materials aggregate covering all plastics articles, not packaging specifically) were valued at USD 13.32 billion in 2024, reported via UN Comtrade data through TradingEconomics.com. This figure is shown for orientation on Thailand's wider plastics-manufacturing base; it is not a packaging-specific export figure and should not be read as "Thailand's packaging exports". A packaging-specific HS-code breakdown (e.g. specific corrugated, flexible-film or rigid-container export values) was not independently located in this research pass and is not stated here as a result — see the Sources & Methodology section for this and other disclosed data gaps.

Data Scope

Gross export value figures (like the HS-39 aggregate above) measure total trade flow, not domestic value added — a meaningful share of Thailand's plastics and packaging exports embeds imported resin, machinery and specialty materials. This page does not state a domestic-value-added percentage without a verified source.

Customs & Duties

Packaging materials and finished packaged goods are classified under their own specific HS/AHTN codes at import and export, subject to Thailand's standard customs valuation, duty and VAT rules administered by Thai Customs — exact duty rates depend on the specific HS code, product composition and country of origin, and should be confirmed directly with Thai Customs or a licensed customs broker rather than assumed from this page.

BOI Investment Incentives

Ordinary packaging production — general converting, printing, filling or forming without a specific promoted-activity qualification — is not itself an automatically BOI-eligible activity carrying an unconditional corporate income tax (CIT) holiday. BOI incentives instead attach to specific eligible activities and project-level conditions confirmed in BOI's current Investment Promotion Guide. The pathways below show where packaging-adjacent investment more plausibly connects to BOI's activity list — each requires direct confirmation with BOI before being relied upon.

Advanced & Functional Packaging Materials

  • High-barrier, functional or advanced-material packaging manufacturing may connect to BOI's materials/chemicals-industry activity categories
  • Eligibility depends on the specific material/process, not "packaging" as a general category
BOI Eligible Activities Index

Recycled-Material & Circular-Economy Processing

  • Recycling and circular-economy-linked manufacturing activities are an area of active BOI policy interest under Thailand's Bio-Circular-Green (BCG) economic model
  • A claimed 5-year CIT exemption specifically for "eco-friendly polymer" manufacturers (reported since 2021) appears only on private legal/investment-advisory sites reviewed in this pass, not on boi.go.th itself
BOI Official Site

Bioplastics & Bio-Based Materials

  • Bio-based and biodegradable/compostable plastics manufacturing is a recognised BCG-aligned investment theme in Thailand
  • Exact BOI activity code, tier and current conditions require direct confirmation
BOI Investment Promotion Guide

Packaging Machinery & Automation Manufacturing

  • Manufacturing of packaging machinery, automation systems or industrial robotics may connect to BOI's machinery/automation activity categories
  • Distinct from operating a packaging factory — this pathway concerns manufacturing the machines themselves
BOI Eligible Activities Index

Investment Verification

"Investment Verification" note: BOI eligible-activity lists, incentive tiers, and conditions are updated periodically. Nothing on this page constitutes tax, legal or investment advice, or a guarantee of BOI approval for any specific project.
